The chair turned out well: however, I dont understand how the front legs can be 16 inches. It absolutely makes the arms much too high relative to the seat level. I ended up cutting 3.5 inches off both front legs and raised the level of the frame to give me the right angle. The back arm bracket then works at the suggested length of 8.75. Obviously, I wasted some good cedar in the redo.
